High-level negotiations including US, Moscow, and Kyiv representatives commenced in the United Arab Emirates this Tuesday, representing the most recent phase in efforts to forge a resolution to resolve the ongoing hostilities in the region.

US Army Secretary Dan Driscoll allegedly met with a Moscow delegation on Monday night, with negotiations proceeding into the following day.
“The talks are going well and we remain optimistic. Secretary Driscoll is closely synchronised with the White House ... as these talks progress,” his spokesperson remarked.
The Ukrainian top intelligence official, the head of military intelligence, was scheduled to participate in the discussions, though it remained unclear whether direct engagement with Russian delegates would take place or if separate bilateral sessions would be conducted.
Membership of the Moscow group was uncertain. “I have nothing to say. Media accounts are being tracked,” a Kremlin representative told state media.

These meetings come after prior negotiations in a European nation where American and Kyiv officials revised a draft American framework for ending the war.
Russia has not yet approved the latest draft of the plan and is unlikely to accept many of the Ukrainian amendments.

EU leaders are apparently struggling to remain involved in the negotiations as US officials drive the efforts.
Finland’s leader, Alexander Stubb, who has stepped forward as a key interlocutor between the US and European officials, commented that the coming days would be decisive in efforts to secure a peace settlement.
He allegedly spoke with Kyiv’s leader and the alliance representatives, stating that “The future of Ukraine is for Ukraine to decide, and with European security falling under Europe’s purview.”
At the same time, the French leader, the French official, cautioned against a settlement that would represent a “concession” for Ukraine.
“What was put on the table gives us an idea of what would be acceptable for the Russians. However, must Kyiv and European nations consent to these terms? The answer is no,” he stated.

The US proposal was originally composed of 28 points and was drawn from dialog between American and Moscow representatives, with input from Kyiv security officials.

The demand, coupled with the disclosure of the plan, reportedly took by surprise Ukrainian and European authorities.
Zelenskyy reportedly that the country was facing one of the hardest periods in its history and was being forced to choose between “losing our dignity or losing a key ally.”
Subsequently, Driscoll briefed Nato ambassadors on the plan in the capital, with one participant labeling it as “an extremely difficult session” and noting that EU officials were stunned by both the substance and manner of the delivery.
